“We will avoid to have allies… to have no allies and no enemies. Everybody in the world, near or far away, big or small, rich or poor, we are all brothers.”
“We cannot start ambitioning export, at least we do for ourselves instead of importing things that we can have.”
“Our international policy is not to consider one bigger than other, not to consider one richer than others… We will avoid to have allies, no allies and no enemies. Everybody in the world, near or far away, big or small, rich or poor, we are all brothers.”
In an exclusive interview with Harian Kompas, Xanana revealed that to become a full member, the country still needs to finalize more than 40 mandatory documents. Strong support continues to flow, including from Malaysia and Indonesia, to ensure this accession process runs smoothly despite cultural and linguistic differences, as well as institutional adjustments.
“We will avoid to have allies… to have no allies and no enemies. Everybody in the world, near or far away, big or small, rich or poor, we are all brothers.”
As a relatively new country that was once isolated from Portuguese-speaking memories due to its long history, Timor-Leste’s primary priority right now is not to directly compete in the global industrial arena, but rather to fix the agricultural sector and strengthen the domestic economy.
Xanana highlighted the major economic challenge of remaining heavily dependent on imports. Millions of dollars flow abroad every year, while parts of the population still live in vulnerable conditions. Through support for Micro, Small, and Medium Enterprises (MSMEs) and the establishment of dedicated credit banks, the government is determined to encourage local citizens to produce and process their own daily needs.
“We cannot start ambitioning export, at least we do for ourselves instead of importing things that we can have.”
Relations between Timor-Leste and Indonesia are described not merely as standard diplomatic ties, but as a deep fraternal bond akin to biological siblings. Moving forward, this collaboration is expected to become even more meaningful, including sending young talent to enrich skills and boost the domestic economy.
Responding to various internal tests within ASEAN—such as the situation in Myanmar or regional tensions—Xanana believes that dialogue, empathy, and the exchange of experiences are far more effective than simply dictating or judging. Drawing on his international experience (such as within the G7+ group of fragile states), he believes that humanized social and diplomatic approaches can gradually resolve conflicts.
Amidst the whirlwind of global power competition—ranging from Australia and China to other regional powers—Timor-Leste firmly holds a unique and peaceful foreign policy philosophy:
“Our international policy is not to consider one bigger than other, not to consider one richer than others… We will avoid to have allies, no allies and no enemies. Everybody in the world, near or far away, big or small, rich or poor, we are all brothers.”
With this philosophy of no allies and no enemies, Timor-Leste steps forward with confidence under the leadership of Xanana Gusmão—bringing a new spirit, universal friendship, and a strong determination to build the nation’s future from within the ASEAN region.
